Wg Cdr Vijay Kumar Dayalu was commissioned in the Administration Branch on 17 Jun 1972. On 11 May 1992, he was appointed the Camp Commandant at Air Headquarters.

One of the most important functions of the Camp Commandant is to maintain the decor and dignity befitting the Service Headquarters. In this context, the complete renovation and modernisation of the Air Headquarters foyer, Operation Briefing room, CAS Conference Hall Complex and the VIP Entrance were completed within extremely compact time schedule. During the Diamond Jubilee Cele brations, these improvements were apprec iated by all the dignitaries who visited the Vayu Bhavan.

Wg Cdr Dayalu introduced a number of innovations and maintained a follow up with a view to achieve optimum utilisation of scarce resources. The creation of a special storage area at the Safdarjung Airport and streamlining of procedure for office equipment are some such examples. Working well beyond the call of his duty, enthusiasm and cheerfulness are his natural attributes.

For distinguished service of high order, the President is pleased to award Vishisht Seva Medal to Wg Cdr VK Dayalu.

Group Captain Vijay Kumar Dayalu, VSM (13096) Adm was commissioned in the Administrative Branch of the IAF on 17 Jan 1972. He has held the appointments of Camp Commandant at Air HQ, Chief Administrative Officer at AF Station, Tezpur and AF Station, Jalahalli, and Senior personnel Staff Officer at Central Air Command. He is a graduate of the Defence Services Staff College. He was awarded VSM in 1994.

Gp Capt Dayalu has been President, Central Airmen Selection Board (CASE) since 01 Jul 2002. On taking over, he faced the challenge of impersonators posing as candidates, imbalance in all India representation and some lengthy manual procedures, making the selection process a difficult task. By introducing a proactive vigilance system, implementing personal interviews and use of digital cameras, he has been able to reduce the involvement of impersonators which is evident from the fact that over one hundred persons have been booked in various civil cases. He has strived hard to make the system transparent by including Warrant Ranks in all stages of selection. The scope of recruitment rallies has also increased and resulted in a substantial rise in the number of candidates selected. A total of 1300 candidates were enrolled in Jun 2003 as against 2182 candidates in the preceding six years. The selection system has been made candidate friendly by increasing medical appeal centres from 7 to 12. In addition, he has introduced many time saving features and innovative systems to ensure effective resource utilization in his area of work such as clubbing of Gp 'Y' streams, introduction of workshops to train civil candidates by the State Govt and raising the educational level criteria from 45% to 50%. This has led to a major saving of 30% of manhours, which are now being diverted to ensure a better selection system.

For his distinguished service of very high order, the Hon'ble President is pleased to award 'Bar to Vishisht Seva Medal' to Group Captain Vijay Kumar Dayalu VSM.

Air Vice Marshal Vijay Kumar Dayalu VSM & Bar (13096) Adm was commissioned in the Administrative branch of the IAF on 17 Jun 72. He has held the appointments of Camp Commandant Air HQ, Chief Administrative Officer of two Stations, Senior Personnel Staff Officer, President, Central Airmen Selection Board (CASB) and Comm andant, Air Force Administrative College (AFAC) prior to his present appointment of ACAS (Air Force Works). He is a graduate of the DSSC. He was awarded VSM in 1994 and Bar to VSM in 2004.

A versatile, innovative and self motivated administrative officer, he has consistently exhibited a very high degree of professionalism and administrative acumen through out career. In the last two tenures as President CASB and Commandant AFAC, his administrative abilities have been par excellence. As the President CASB he was the singular driving force in changing the very face of airmen selections by introducing many innovations to strengthen the selection process. At AFAC as the Commandant, he has been singularly instrumental in imple menting the 'task directive' for introduction of distance learning in training of officers of all branches. In addition to this challenging task AVM Dayalu also set up the Ex-Servicemen Contributory Health Scheme at Coimbatore in an exemplary manner which has benefited the ex-servicemen community immensely.

As the ACAS (Air Force Works) his in-depth knowledge, ingenuity and meticulous planning have ensured initiation of a vast variety of infrastructural works keeping pace with the induction of the latest high-tech systems for the modernization of the Air Force. A close watch on the Special Projects and carry over liabilities has ensured proper utilization of the allotted funds. His analytical approach has constantly spurred his team successfully launch the largest ever Capital Works Plan of the Indian Air Force in 2006-07. This has resulted in providing a threshold to the ever growing modernization needs of Air Force.

He has held additional charge in the duties of President of Defence Services Officers' Institute and has been a very active member in the Air Force Naval Housing Board. His appreciation of the complexities in both these areas was complete. With this, he has provided catalytic directions for the cohesive coordination to the members who benefited from these ventures.

Air Vice Marshal Vijay Kumar Dayalu VSM & Bar has thus rendered distinguished service of an exceptional order.
